Voices from the Two Sessions: Further Support Needed for Purchasing Domestic Equipment and Instruments

The 13th National People's Congress Fifth Session opened. As a national people's congress representative, Yan Dapeng, Deputy Secretary of the Party Committee, Vice Chairman, and Chief Engineer of Ruike Laser, submitted a proposal to the conference this year: On further supporting the procurement of domestic equipment and instruments.

  With the support of national policies in recent years, many domestic equipment and enterprises have gradually gotten on track. The previous situation of "only imported is acceptable, only imported is used" no longer exists. Domestic equipment has achieved milestone progress in some niche fields by overtaking on curves, replacing imported equipment. Encouraging and regulating the procurement of domestic equipment and instruments not only promotes independent innovation of domestic brands but also avoids being "choked" on key technologies. Increasing policy support for domestic equipment and instrument enterprises allows domestic equipment and instruments to have more opportunities to be utilized.

 

      Suggestions:

  1. Expand the scope of procurement entities. Besides the central and provincial governments vigorously promoting the procurement of domestic instruments in government procurement, medical institutions and state-owned enterprises should prioritize purchasing domestic products and services when technology and service meet requirements.

 

  2. Further refine and implement domestic procurement policies: including procurement announcements, setting minimum domestic instrument procurement ratios, clarifying the definition scope of domestic equipment and instruments, taking substantive measures to implement the "first set (unit) policy," establishing and regularly updating local and sectoral key independent innovation product catalogs, etc.

 

  3. Formulate tax exemption or refund policies for the procurement of domestic equipment, clarify specific implementation details, facilitate processing methods, accelerate processing procedures, and drive the domestic procurement rate of related equipment.

 

  4. Build the core brand competitiveness of domestic equipment through industrial clusters, high-level talent training and introduction, shortening the time for innovative equipment to enter the market, and other forms.

 

  Besides proposing further support for domestic equipment and instruments at this year's National Two Sessions, provincial-level Two Sessions have also discussed this topic many times. According to Anhui Net, two CPPCC members at the 2022 Anhui Provincial Two Sessions advised on the development of domestic medical equipment, suggesting further improvement of government procurement policies, mandating procurement of domestic products in principle, and increasing the procurement rate of domestic medical devices in public hospitals.

 

 

  Previously, at the Chongqing meeting, CPPCC member Gao Guangyong also suggested establishing and regularly updating the "Chongqing Key Independent Innovation Medical Device Product Catalog," and including emergency medical equipment such as hemodialysis machines and bedside hemofiltration machines produced locally in Chongqing into the city's emergency reserve materials catalog to increase the market share of large medical equipment produced in Chongqing.

  

 

  With the release of the "14th Five-Year Plan," developing domestic high-end medical equipment is clearly one of the key plans for the next five years. Meanwhile, the "Medical Equipment Industry Development Plan (2021-2025)" drafted by the Ministry of Industry and Information Technology and others also clearly states the need to optimize the registration and review process for innovative medical equipment, support medical devices with patents, domestically original and internationally leading technology, and significant clinical value to enter special approval channels and receive priority approval.

 

  Moreover, provinces such as Guangdong, Zhejiang, and Sichuan have issued "Government Procurement Lists for Imported Medical Equipment," which continuously restrict public hospitals from purchasing imported equipment at the implementation level.

 

  It is obvious that policy advantages will be the best opportunity for domestic equipment to "stand up," and as enterprises, we will also accumulate strength and break through technical barriers!
